Major General James Spiers Cheney was born in Tucson, Arizona on August 13, 1918. He graduated from Robert E. Lee High School, Jacksonville, Florida, in 1938. He received his bachelor of laws degree from Atlanta Law School in 1950. He began his military career as an aviation cadet at Kelly Field, Texas, in October 1941.
